THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:

SECTION 1. Title 12 of The Philadelphia Code is hereby amended to read as follows:

CHAPTER 12-2900 CONTRACTOR PARKING

? 12-2902. Contractor Parking Permit.

(1) When a vehicle displaying a current and valid [contractor parking permit] Contractor Parking Permit is being used [for contractor service] in connection with contracting work, the driver may park without limitation as to time and without payment of any parking meter fees [on streets] at locations where parking otherwise is [limited as to time but] not prohibited, subject to the limitations and requirements of subsection (2) below. The Department may by regulation limit the locations where Contractor Parking Permits will be honored.

(2) Limitations. Upon the effective date of the ordinance authorizing this section:

(a) Parking under a Contractor Parking Permit shall be limited to a maximum of nine hundred (900) hours for each six (6) month period the permit is valid, and subject to the registered owner of the vehicle maintaining registration under a system established by the Department or the Authority to record hours parked, which system must be utilized while parking in any location where special contractor parking is authorized. The Department may revise the maximum number of hours for which a Contractor Parking Permit is valid by regulation, but not before both July 1, 2025 and before conducting a study of the total usage of Contractor Parking Permits; and

(b) Parking for periods of time beyond such total maximum amount of hours pursuant to a Contractor Parking Permit shall be subject to an additional charge of One Dollar ($1) for every hour exceeded be...
