Title

Honoring, congratulating, and thanking Frank DiCicco on the occasion of his retirement from the Zoning Board of Adjustment and his many years of service to the citizens of Philadelphia.

 

Body

WHEREAS, After 50 plus years of dedicated service of the residents of the City of Philadelphia Frank DiCicco is finally retiring to work on his golf game; and

 

WHEREAS, Frank DiCicco the son of Arthur and Jean (Jenny) DiCicco and brother of Rita and Rosalie is a lifelong South Philadelphia resident with deep roots in his community. Frank will find it incredibly difficult to stop working for the betterment of Philadelphia even after his retirement; and

 

WHEREAS, Frank DiCicco started his service to the City as a young man becoming politically active as a “Junior Committee Person”, because he was under the legal voting age, in his South Philadelphia neighborhood. assisting his neighbors with their constituent concerns long before deciding to run for political office. Frank started out helping with potholes, street signs, taxes, and even starting a community organization that assisted with community cleanups and addressing other neighborhood issues; and

 

WHEREAS, Frank DiCicco has served the City in many capacities over his 50 plus years. Frank served as a Court Administrator for the Philadelphia Traffic Court, Special Investigator in charge of investigations into waste and abuse in city government in the City Controller’s Office and as an elected Councilmember serving from 1996- 2011. During his tenure in Philadelphia City Council, Frank played an integral part in many major policy decisions and legislation that helped to positively change and shape the City; and

 

WHEREAS, While serving on City Council, Frank authored the 10 year Tax Abatement which is widely credited for much of the 20 year housing boom in Philadelphia. He also worked tirelessly to encourage responsible commercial and residential development in cooperation with nearby residential neighbors. Frank also sponsored and supported quality-of-life legislation within the LGBT community, including domestic partner and gender identity protections to name just a few; and

 

WHEREAS, Frank DiCicco has many varied interests that will keep him busy during his retirement. Frank is a licensed real estate sales agent in both Pennsylvania and New Jersey and has served on many boards and commissions, including the Delaware River Port Authority, Penns Landing Corporation, Pennsylvania Convention and Visitors Authority, Reading Terminal Market Authority and The Philadelphia Mummers; and

 

WHEREAS, We know that even though he has officially “retired”, Frank DiCicco will still be just as active an advocate for the residents of Philadelphia but, he will now be able to spend more time with his wife, Maria, sons Frank and Christian and his 6 grandchildren; now, therefore, be it

 

RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That we hereby honor, congratulate and thank Frank DiCicco on the occasion of his retirement and for his many years of service to the citizens of Philadelphia.

 

FURTHER RESOLVED, That an Engrossed copy of this resolution be presented to Frank DiCicco as evidence of the sincere sentiments of this legislative body.
