Body

WHEREAS, According to the Census Bureau Origin Destination Employment Statistics, Philadelphians held 54% of the 731,000 jobs located in Philadelphia; and

 

WHEREAS, According to this dataset, low-income urban residents are hit hardest by job sprawl; and

 

WHEREAS, This data has revealed that, pre-COVID, 40% of Philadelphians in the labor force reverse commuted; and

 

WHERAS, Those who reverse commute are employed in lower income jobs; and

 

WHERAS, Philadelphia is the poorest of the largest U.S. cities, with 23% of residents living in poverty, a percentage has not changed substantially in recent years; and

 

WHEREAS, Increasing the number of Philadelphians employed in Philadelphia would have significant economic benefits; and

 

WHEREAS, According to Econsult, the economic impact of a resident employed in Philadelphia is 5 times greater than a non-resident working in the same position; and

 

WHEREAS, A Local Job Placement Task Force will analyze how to best prepare and connect Philadelphians for jobs in Philadelphia, now, therefore be it;

 

RESOLVED, That the Council of the City of Philadelphia, Hereby Calls on Mayor James F. Kenney and his administration to work collaboratively with City Council in the creation of a Local Job Placement Task Force.
