TO THE PRESIDENT AND MEMBERS OF THE COUNCIL OF THE CITY OF PHILADELPHIA:

I am hereby returning without my signature Bill No. 210899, which was passed by Council at its session on December 16, 2021.  Bill No. 210899 amends the Philadelphia Zoning Code by amending Chapter 14-1000, Historic Preservation, to establish a temporary demolition moratorium with respect to properties in the area bounded by Henry and Roxborough Avenues and Silverwood and Fountain Streets. This Bill will create a one-year demolition moratorium within an area of Roxborough known for Victorian homes. This will include the removal or partial removal of structural elements for the purpose of removal of an entire structure. This is intended to allow for the application of the Victorian Roxborough Historic District to be processed before any other demolitions are carried out in this specific neighborhood.

The Philadelphia City Planning Commission (PCPC) reviewed this legislation and recommended against approval.  As such, I am returning without my signature Bill No. 210899.
