Title

Congratulating Carol G. Stukes-Baylor on being elected Vice Chair for the City of Philadelphia Board of Pensions and Retirement, making her the first woman and woman of color to hold this position.

 

Body

WHEREAS, Carol G. Stukes-Baylor has served as an elected trustee to the City of Philadelphia Board of Pensions and Retirement since September 1994; and

 

WHEREAS, Carol has been responsible for making Deferred Retirement Option Plan (DROP) permanent, initiating the Pension Adjustment Fund (PAF) rebate for retirees, sponsoring the bond issues which increased the Fund’s assets by more than $1 billion, creating the Opportunity Fund for small and minority business participation in investing Board Funds, developing the loan program for Deferred Compensation members, and chairing the Medical Panel Sub-Committee; and 

 

WHEREAS, Carol was elected Secretary to the National Conference on Public Employees Retirement System (NCPERS), making her the first African American woman to be elected as an Officer of NCPERS. She is also the Vice-President of the Mid Atlantic Plan Sponsors (MAPS), a member of the Pennsylvania Association of Public Employee Retirement Systems (PAPERS), and a member of the National Association of Securities Professionals (NASP); and

 

WHEREAS, Carol is recognized as an industry leader and a mighty champion for the employees of Philadelphia and the participants of the pension system. Her tireless advocacy for prudent management of the City’s pension fund assets and for opening opportunities for talented and experienced investment professionals, regardless of race, ethnicity, or gender, is reflected in the substantial improvement in the performance of the Philadelphia Pension Fund as well as the increased participation by minority and women-owned firms in the management of assets; and

 

WHEREAS, Throughout her career, Carol has been a strong and diligent advocate of diversity.  For her efforts, Carol has been honored with the following: Trustee of the Year (1998 and 2000), the Pathfinder Award (2003), the Joyce Johnson Award (2008) from the National Association of Securities Professionals, the Inaugural Distinguished Partners Award (2014) from Philadelphia Chapter of National Association of Security Professionals, the Trailblazer Award (2003) from Mid Atlantic Plan Sponsors, the Wall Street Hall of Fame Award (2017) from New York Chapter of National Association of Security Professionals, being named as an honored member of Who’s Who (1998) and of Cambridge Who’s Who (2008). She also received a certificate in Trustee Education given by the International Foundation of Employees Benefits Plans (2001 and 2002)  and the Wharton School of the University of Pennsylvania (2002); and

 

WHEREAS, Carol retired from the City of Philadelphia after 40 years of service and utilized her professional and labor union experience for the benefit of all active employees and pensioners. She held the positions of Shop Steward, Executive Board Liaison, and delegate in AFSCME District Council 33 and District Council 47, and she served as Secretary-Treasurer for AFSCME District Council 47 Local 2187 for seven years. Carol is currently serving as Trustee to AFSCME District Council 47 Retirees, Treasurer of the Philadelphia National Organization of Women (NOW), and member of the Philadelphia Coalition of Labor Women (CLUW); and

 

WHEREAS, Carol was married to the late David T. Baylor; she has two daughters, Andrea and Ashley, and three grandchildren. She serves on the Usher Board and National Black Catholic Congress Committee of Our Lady of Hope Catholic Church.  She also serves on the Board of the Mayor’s Office of Community Services Foster Grandparent Program and Mercy Neighborhood Ministries of Philadelphia, Inc. Carol is a supportive member of Queen United to Empower and Elevate to the Next Steps, Inc (Q.U.E.E.N.S.). Carol holds a BS in Accounting from LaSalle University and her MSA in Human Resources Management from Lincoln University and is a member of Sigma Beta Delta Honor Society; and

 

WHEREAS, Carol was recently elected Vice Chair for the City of Philadelphia Board of Pensions and Retirement; now, therefore, be it

 

RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That it hereby congratulates Carol G. Stukes-Baylor on being elected Vice Chair for the City of Philadelphia Board of Pensions and Retirement, making her the first woman and woman of color to hold this position
