Congratulating Carol G. Stukes-Baylor on being elected Vice Chair for the City of Philadelphia Board of Pensions and Retirement, making her the first woman and woman of color to hold this position.

WHEREAS, Carol G. Stukes-Baylor has served as an elected trustee to the City of Philadelphia Board of Pensions and Retirement since September 1994; and
WHEREAS, Carol has been responsible for making Deferred Retirement Option Plan (DROP) permanent, initiating the Pension Adjustment Fund (PAF) rebate for retirees, sponsoring the bond issues which increased the Fund's assets by more than $1 billion, creating the Opportunity Fund for small and minority business participation in investing Board Funds, developing the loan program for Deferred Compensation members, and chairing the Medical Panel Sub-Committee; and
WHEREAS, Carol was elected Secretary to the National Conference on Public Employees Retirement System (NCPERS), making her the first African American woman to be elected as an Officer of NCPERS. She is also the Vice-President of the Mid Atlantic Plan Sponsors (MAPS), a member of the Pennsylvania Association of Public Employee Retirement Systems (PAPERS), and a member of the National Association of Securities Professionals (NASP); and
WHEREAS, Carol is recognized as an industry leader and a mighty champion for the employees of Philadelphia and the participants of the pension system. Her tireless advocacy for prudent management of the City's pension fund assets and for opening opportunities for talented and experienced investment professionals, regardless of race, ethnicity, or gender, is reflected in the substantial improvement in the performance of the Philadelphia Pension Fund as well as the increased participation by minority and women-owned firms in the management of assets; and
