Title
Adopting the 2022 Hazard Mitigation Plan as the official hazard mitigation plan of the City of Philadelphia.

Body
WHEREAS, Pursuant to Section 322 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act, Pub. L. 93-288, as amended, 42 U.S.C. 5121 et seq., state and local governments must develop and submit for approval to the President a mitigation plan that outlines processes for identifying their respective natural hazards, risks, and vulnerabilities; and

WHEREAS, The City of Philadelphia acknowledges the requirements of Section 322 of the Stafford Act to have an approved Hazard Mitigation Plan as a condition of receiving post-disaster Hazard Mitigation Grant Program funds; and

WHEREAS, The Office of Emergency Management, in collaboration with numerous City departments and external stakeholders, developed The City of Philadelphia's 2022 Natural Hazard Mitigation Plan ("Plan"); and

WHEREAS, The City conducted a public process consistent with federal requirements in developing its Plan; and

WHEREAS, Federal and State law require that the City's Hazard Mitigation Plan be reviewed, updated, and re-adopted every five years; and

WHEREAS, The Office of Emergency Management has led the review and, with input from other city, state and federal agencies, has updated the 2017 Plan to formulate the 2022 Hazard Mitigation Plan, attached hereto as Exhibit "A"; and

WHEREAS, The City of Philadelphia's Plan meets all of the specific requirements outlined in Section 322, and also incorporates the guidelines of the Pennsylvania Emergency Management Agency ("PEMA"), including PEMA's suggested expansion of the Plan to include all hazards, natural and otherwise; and

WHEREAS, The Plan recommends mitigation activities that will reduce losses to life and property in the event natural and other hazards adversely affect the City; and

WHEREAS, Regulations of the Federal Emergency Management Agency ("FEMA"), 44 C.F.R. ? 201.6(c)(5), require formal adoption ...
