Title

Approving a Substantial Amendment to the Annual Action Plan 2021-2022 to add $42,007,561 in HOME - American Rescue Plan (HOME-ARP) funding, all under certain terms and conditions.

 

Body

WHEREAS, In accordance with Council’s adoption of Bill No. 210475 (approved July 15, 2021), the City has filed applications for various forms of United States Department of Housing and Urban Development (“HUD”) funding, as set forth in the City’s Annual Action Plan 2021-2022;

 

WHEREAS, Congress appropriated American Rescue Plan (“ARP”) funds to be administered through HUD’s HOME program to perform four activities that must primarily benefit qualifying individuals and families who are homeless, at risk of homelessness, or in other vulnerable populations. These activities include: (1) development and support of affordable housing, (2) tenant-based rental assistance (TBRA), (3) provision of supportive services; and (4) acquisition and development of non-congregate shelter units;

 

WHEREAS, On April 8, 2021, HUD allocated a total of $42,007,561in HOME-ARP funds to the City of Philadelphia; and

 

WHEREAS, The City has prepared a Proposed HOME-ARP Allocation Plan in accordance with the HUD HOME-ARP guidance (attached hereto as Exhibit “A), now, therefore

 

THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:

 

SECTION 1.  Amendment of Philadelphia’s Annual Action Plan 2021-2022 to add $42,007,561 in HOME - American Rescue Plan (HOME-ARP) funding is hereby approved, to be utilized substantially pursuant to the City’s Proposed HOME-ARP Allocation Plan attached hereto as Exhibit “A.”
