Amending Title 18 of The Philadelphia Code, entitled “Commerce,” by adding a new Chapter, entitled “Workforce Development Activity and Reporting,” to promote workforce development activity, and to require the Department of Commerce to report to Council certain aggregate information regarding employment rates and training opportunities, and to report on assessments of the economic impact of the City’s workforce development programs, all under certain terms and conditions.

THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:

 

SECTION 1. Title 18 of The Philadelphia Code is amended to read as follows:

CHAPTER 18-600. WORKFORCE DEVELOPMENT ACTIVITY AND REPORTING

 

§18-601. Definitions.

 

The following definitions shall apply in this Chapter.

 

(1)                     Division. The Division of Workforce Solutions within the Department of Commerce.

 

(2)                     Workforce Development Program(s). Any directly City-funded program(s) or initiative(s) undertaken for the purpose of connecting Philadelphians with jobs and training opportunities or for the purpose of connecting employers to Philadelphia’s workforce.

 

(3)                     Workforce Professional Alliance. A collective of workforce development organizations committed to increasing access to and increasing the impact of career readiness programs for Philadelphians.

 

§18-602. Workforce Development Activity Requirements.

 

(1)                     The Division shall be led by member(s) of Department of Commerce leadership. The Division shall promote workforce development in the City for the purpose of connecting Philadelphians with jobs and training opportunities and for the purpose of connecting employers to Philadelphia’s workforce.

 

(2)                     The Division shall serve as a point of contact for employers, including private, public and quasi-public employers, interested in hiring Philadelphians.

 

(3)                     The Division shall collect data and supporting documentation, as is meaningful and available, to comply with the Workforce Development Reporting Requirements as set forth in §18-603.

 

(4)                     The Division shall work in collaboration with Philadelphia Works, the Philadelphia Industrial Development Corporation and other entities outside of municipal government concerned with workforce development.

 

(5)                     The Division shall coordinate with the Workforce Professional Alliance and with other institutional partners concerned with workforce development.

 

§18-603. Workforce Development Reporting Requirements.

 

(1)                     The Department of Commerce shall prepare an annual report, and shall provide Council with such reports pursuant to the schedule set forth in paragraph (2) below, that shall include the following:

 

(a)                      a summary of all Workforce Development Programs; and

 

(b)                     an overview, including such data and supporting documentation as is meaningful and available, of the economic effectiveness and other impacts of such Workforce Development Programs; and

 

(c)                     a summary of similar workforce development programs in comparable cities; and

 

(d)                     a summary of national best practices and effective workforce solutions; and

 

(e)                     the following city-wide employment statistics:

 

(i)                     the percentage of employed Philadelphians by race, sex, age and zip code;

 

(ii)                     the number and percentage of jobs based in Philadelphia held by Philadelphians; and

 

(f)                     a summary of which Workforce Development Programs are meeting, exceeding or falling below City objectives and national best practices. 

 

 

(2)                     The first report shall be provided to the Chief Clerk of Council no later than December 31, 2023. Thereafter, an annual report shall be provided to Council no later than June 30 each year.
