Title

Amending Section 20-101 of The Philadelphia Code (“Residence Requirements”) to revise the residence requirement for appointment to civil service City employment, all under certain terms and conditions.

THE COUNCIL OF THE CITY OF PHILADELPHIA HEREBY ORDAINS:

 

SECTION 1. Chapter 20-100 of The Philadelphia Code is hereby amended to read as follows:

 

CHAPTER 20-100.  GENERAL PROVISIONS

 

§20-101. Residence Requirements.

 

(1) [No person shall be appointed as an employee in the civil service of the City unless he or she has been a bona fide resident of the City for at least one year prior to his or her appointment. A bona fide resident of the City for at least one (1) year prior to leaving the City for military service or attendance at a post-secondary educational institution shall be deemed to meet the residency requirement if he or she resumes bona fide residence in the City within six (6) months of completing the military service or post-secondary education.

 

   (2)] Every employee in the civil service shall establish [maintain his or her] bona fide residence in the City within six months of the employee’s appointment, and shall thereafter maintain bona fide residence in the City. The City Controller may require proof of the residence of any employee in the civil service.

 

   [(3)] (2)   The Civil Service Commission may, upon the request of the Personnel Director, waive the above residence qualifications when in its discretion the circumstances warrant a waiver.
