Title

Honoring Catherine G. Scott, President of AFSCME District Council 47 and recognizing her leadership, activism, and representation of Philadelphia workers, working to improve the lives of all Philadelphians.

 

Body

WHEREAS, Catherine G. Scott began her career as a social worker at the Philadelphia Prisons and Riverview Home for the Aged and worked to assist those individuals who were most in need of services; and

 

WHEREAS, In 1982, Catherine G. Scott started to work for AFSCME, local 2187 and held nearly every position possible, including: steward, chief steward, Recording Secretary and Union Agent. Ms. Scott also authored the Local 2187 steward training program and taught both intermediate and advanced training sessions; and 

 

WHEREAS, As a first time union member, Ms. Scott joined the Union contract negotiating team with the City of Philadelphia. As her first time as a union negotiator, she wrote and negotiated the groundbreaking career advancement contract language. She continued to serve as a lead member of the Union negotiating team for more than 38 years; and 

 

WHEREAS, In 1993, Ms. Scott became the President of Local 2187. Under her leadership, local 2187 grew by more than 1,200 members and added new bargaining units. As President, Ms. Scott has led negotiations between the union and the City of Philadelphia, University of Pennsylvania, Temple University, the Philadelphia Zoological Society, the First Judicial District of Pennsylvania, the Philadelphia Museum of Art and the Art Institute of Philadelphia; and

 

WHEREAS, In 2007, Ms. Scott was elected as the First Female President of District Council AFSCME 47, and served in that role until 2013. Ms. Scott was again elected as the President of District Council 47 in 2019, and served until her retirement in 2022; and

 

WHEREAS, Ms. Scott continues to advocate for workers and women workers in particular. Ms. Scott serves as the Vice-President of the Philadelphia AFL-CIO and is a member of the Philadelphia Coalition of Labor Union Women, formerly serving as an executive board member. Ms. Scott also served on the Pennsylvania AFL-CIO Work and Family Committee and has been a delegate to the PA AFL-CIO conventions, the District Council 47 Delegate Assembly and AFSCME International Conventions; and

; and

WHEREAS, Catherine G. Scott had dedicated her professional life to advocating for the rights of workers throughout Philadelphia and beyond, and her policies have achieved tangible results which have meaningfully benefited the lives of all Philadelphians; now, therefore, be it

 

RESOLVED, THAT THE COUNCIL OF THE CITY OF PHILADELPHIA, Honors Catherine G. Scott for her service as President of AFSCME District Council 47 and recognizes her leadership, activism, and representation of Philadelphia workers, working to improve the lives of all Philadelphians.

 

FURTHER RESOLVED, That an Engrossed copy of this resolution be presented to Catherine G. Scott as an expression of the admiration and respect of this legislative body.
