Title: September 13, 2023 TO THE PRESIDENT AND MEMBERS OF THE COUNCIL OF THE CITY OF PHILADELPHIA: I am hereby returning without my signature Bill Number 230442, which was passed by Council at its session on June 22, 2023. TO THE PRESIDENT AND MEMBERS OF THE COUNCIL OF THE CITY OF PHILADELPHIA:

I am hereby returning without my signature Bill Number 230442, which was passed by Council at its session on June 22, 2023.  Bill No. 230442 amends the Philadelphia Zoning Maps by changing the zoning of land at 4735 Duffield in the Frankford neighborhood.

This bill will rezone a 9,000 square-foot parcel of land from RSA-5, Residential Single Family to I-1, Light Industrial zoning district. The parcel is currently a vacant lot and is proposed to become a parking lot for existing industrial use across the street.

My administration and the Planning Commission had concerns about introducing industrial zoning for a mid-block single property in a residential block where a variance could be a more appropriate action for this proposal. By keeping the current residential zoning district, it may allow for complimentary development in the future.

The Philadelphia City Planning Commission considered Bill No. 230442 at its meeting on June 8, 2023, and recommended that the bill not be approved.

For this reason, I am returning without my signature Bill Number 230442.

Respectfully,

JAMES F. KENNEY

Mayor
