My Administration feels that the proposed ordinance is not consistent with the Comprehensive Plan and not consistent with other plans adopted by the city for the affected area. The Comprehensive Plan recommends ICMX, industrial commercial mixed-use, for this and the surrounding industrial parcels to mitigate the potential impacts related to industrial uses in this area. This Bill further defines and clarifies the definition of a “Recognized Leaders from Community Organizations” as set forth in Section 3- 911 of the Philadelphia Home Rule Charter, as persons whose service as members of the Zoning Board of Adjustment (ZBA) enjoys the support of two or more Recognized Community Organizations. The prescriptive ZBA membership requirements of Bill Number 230001 would make it even more difficult to attract members to the ZBA. A Recognized Leader from a Community Organization should not just be limited to the definition prescribed by this Bill. The ZBA is already operating under challenging circumstances with ever growing lists of increasingly complicated cases. This additional membership requirement would pose a further impediment to finding qualified candidates. For this reason, I am returning without my signature Bill Number 230001.
