TO THE PRESIDENT AND MEMBERS OF THE COUNCIL OF THE CITY OF PHILADELPHIA:
I am hereby returning without my signature Bill Number 220244, which was introduced into City Council on March 17, 2022. Bill Number 220244, establishes uniform standards for flag raising ceremonies and enables City Council, by resolution, to authorize the display of ceremonial flags on city flag poles.
My Administration has worked diligently on a detailed flag raising program that serves all Philadelphians. The PHL Honors Diversity Flag Raising program was formally launched in 2018 and celebrates the rich diversity of our city. In line with being a Welcoming City, the program honors residents with international heritage with the goal to make Philadelphia a more welcoming city for immigrants.
My Administration firmly believes that our existing policy, guidelines, and application should remain in effect as they ensure consistency and fairness. For these reasons, I am returning without my signature, Bill Number 220244.
