It is my understanding that municipalities are pre-empted from legislating in the area of liquor regulation, and therefore this measure exceeds Council's powers under State law. It is my understanding that municipalities are pre-empted from legislating in the area of liquor regulation, and therefore this measure exceeds Council's powers under State law.
