This bill would authorize the Director of Finance to provide funding to help offset the cost of insurance premiums for qualified Registered Community Organizations (RCO). Over the past several months, my administration has engaged with City Council around the topic ofRCO Reform. There are many incredible, professional, and well run RCOs throughout the City of Philadelphia, but there are a number ofRCOs that are not. We believe that only through extensive reforms and professionalization can we ensure that every neighborhood, regardless of economic stability, has a well-functioning RCO. Unfortunately, this legislation came before these reforms could even be discussed by all of the relevant stakeholders. As a matter of policy, I am in support of any effort to ensure that Philadelphia residents are well informed on new and changing development occurring in their neighborhoods. However, the legislation does not speak to this important goal, but rather, the legislation creates cumbersome and expensive hoops through which residents who are seeking to make improvements must jump. Additionally, the legislation calls for changes in the notification procedure that would be incredibly costly for the Department of Planning and Development to implement.
