Public Hearing Notice
The Committee on Labor and Civil Service of the Council of the City of Philadelphia will hold a Public
Hearing on Wednesday, November 19, 2025, at 10:00 AM, in Room 400, City Hall, to hear testimony on
the following items:
An Ordinance amending Chapter 17-100 of The Philadelphia Code, entitled
“Procurement Contracts,” by revising Section 17-101, entitled “Prequalification of
Prospective Bidders for Contracts for Construction of Public Works,” to establish
minimum workforce training requirements and documentation standards for contractors
and subcontractors on public works projects, all under certain terms and conditions.
Immediately following the public hearing, a meeting of the Committee on Labor and Civil Service, open to the
public, will be held to consider the action to be taken on the above listed items.
Copies of the foregoing items are available in the Office of the Chief Clerk of the Council, Room 402, City
Hall.
