An Ordinance amending Title 19 of The Philadelphia Code, entitled “Finance,  
Taxes and Collections,” to add a new Chapter 19-4800, entitled “Retail Delivery  
Tax,” to establish a tax on orders for the delivery in Philadelphia of retail  
consumer and other tangible goods, all under certain terms and conditions.  
Resolution providing for the approval by the Council of the City of Philadelphia  
of a Revised Five Year Financial Plan for the City of Philadelphia covering Fiscal  
Years 2027 through 2031, and incorporating revisions with respect to Fiscal Year  
2026, which is to be submitted by the Mayor to the Pennsylvania  
Intergovernmental Cooperation Authority pursuant to an Intergovernmental  
Cooperation Agreement by and between the City and the Authority.

public, will be held to consider the action to be taken on the above listed items.
