The Committee on Commerce & Economic Development of the Council of the City of
Philadelphia will hold a Public Hearing on Thursday, May 21, 2026, at 12:00 PM, in Room
400, City Hall, to hear testimony on the following items:
An Ordinance Amending Chapter 9-600 of The Philadelphia Code (“Service And
Other Businesses”) by adding a new Section 9-631.1 to establish requirements for
commercial landlords to take certain remedial action against commercial tenants who
engage in tobacco retailing without a required tobacco retailer permit and establishing
penalties, all under certain terms and conditions.

An Ordinance Amending Title 9 of The Philadelphia Code, entitled "Regulation of
Businesses, Trades and Professions," to establish restrictions and regulations related
to the sale of certain intoxicating substances and provide for associated penalties and
enforcement, all under certain terms and conditions.
Attachments:
An Ordinance Amending Section 9-605 of The Philadelphia Code, entitled “Towing,”
to revise certain requirements regarding the issuance of a ticket on Private Lots,
Private Property and Driveways.
Attachments:
An Ordinance Amending Chapter 10-100 (“Animals”) of The Philadelphia Code to
restrict the operation of carriage horse businesses and to provide for penalties for
violations, all under certain terms and conditions.

Immediately following the public hearing, a meeting of the Committee on Commerce &
Economic Development, open to the public, will be held to consider the action to be
